Raichu 49/162 is only really good with its first attack, Thunderclap Shot. It does 50 damage to all opposing Pokémon-EX. This is especially good against Lugia-EX.

Raichu-BREAK, on the other hand, is extremely good. Only 130 HP, but it has an attack that costs 3 energy that does 170 damage! Basically enough to knock out a average Pokémon-EX.
